Ireland Introduces Comprehensive Gambling Regulation Bill

Ireland has taken a major stride in reforming its gambling laws following the successful passage of the Gambling Regulation Bill through both houses of the Oireachtas. Minister of State for Law Reform, James Browne TD, has expressed his satisfaction with this milestone, which paves the way for a new regulatory era in Ireland's gambling industry. A notable feature of the Bill is the introduction of the National Gambling Exclusion Register. This initiative enables individuals to opt out voluntarily from gambling services, offering an essential protective measure for those vulnerable to gambling addiction. Public Health and Illegal Gambling Control

Implementing the New Legislation

Although the Bill has achieved legislative approval, it must undergo further steps before its completion. Once signed into law, the provisions are expected to roll out progressively, with a target implementation timeline set for the next year. Current holders of gaming permits, lottery licenses, and bookmaker licenses will transition under the new system, maintaining a seamless shift to the newly regulated framework. The GRAI will supervise this transition, providing a "register your interest" service to keep licensees informed about the ongoing licensing developments. Minister Browne acknowledged the diverse views surrounding the gambling industry but expressed confidence that the legislation creates an equitable balance between gambling as entertainment and protecting individuals from addiction risks. The new regulatory approach represents a significant transformation in how Ireland oversees its gambling industry.

With augmented powers for the regulatory authority, an emphasis on public health, and strong initiatives against illegal gambling, this framework aspires to foster a safer environment within the Irish gambling landscape. The government has pledged €9.1 million to fund the GRAI in Budget 2025, including a €4 million investment in ICT infrastructure, ensuring the authority's operational efficiency.
